Implement the requirements for classification, collection, statistics, disposal and recycling of construction waste on the construction site. Encourage the use of recycled aggregate and products from construction waste in construction projects and road projects. Promote the large-scale utilization of treated construction waste in the fields of earthwork balance, forestry soil, environmental management, sintered products and backfilling. Carry out the treatment of existing construction waste, and carry out ecological restoration for the large and concentrated dumping sites after treatment and evaluation to meet the requirements of safety and stability.

Harmless disposal project of municipal solid waste. Establish and improve the system of classified delivery, classified collection, classified transportation and classified treatment of domestic waste, and comprehensively improve the capacity of classified treatment of domestic waste. Promote the construction of domestic waste incineration facilities and improve the capacity of domestic waste incineration. By the end of 2023, in areas where the daily garbage removal exceeds 300 tons, the' zero landfill' of urban primary garbage will be basically realized; By 2025, the incineration treatment capacity of domestic waste will account for more than 68% of the total harmless treatment capacity. The construction of kitchen waste treatment facilities will be carried out in an orderly manner. By 2025, prefecture-level cities will basically meet the needs of kitchen waste treatment after domestic waste classification. We will steadily promote the recycling of sludge, and by 2025, the rate of harmless disposal of urban sludge will reach over 90%.
